Unlike most Heroes, Mr White is LV 1 so that he can't cast LV 2 Spells on Recruit.
A Character's Level (abbreviated LV) is a rough indicator of their strength. When a Character is defeated, if there is a Character associated with their defeat (such as by attacking or using an ability, item or command), that Character gains XP equal to the LV of the defeated Character. This generally makes a higher level a disadvantage.
Levels can be used as an advantage by Spellcasters, whom gain access to significantly more powerful versions of their Spells at higher levels.

Later XP Rewards on Terrains often include a 
as one of their Gained Abilities. This increases the level of the affected Character.
This +1 LV Bit can be used to keep track of Characters gaining levels.
The +2 LV Bit is on the back of the +1 LV Bit.
